1. possibility:

Bandwidth Limited. For example, when stream out to internet, if bitrate is very high but does not have enough uploading bandwidth.

2. possibility:

Unreasonable "encode" configurations. For example, key interval, MinQP/MaxQP settings.

3. possibility:

Network issue. For example, stream is transported by wireless network (for example, WIFI), or Mobile network (4G, 5G). Sometimes the network might be not stable. Then, we can have a try wired network.

4. possibility:

Something wrong with Encoder. Then, we can cut down power for Encoder, or reset for Encoder and try again.
